Speak with Gerix in Kion Are you here to buy something, <player>? Oh, never you mind. I remember. Work is what you want. Well, let me see. Yes, I may have just the thing. I have received an order for dragon wing scales from a new customer in Parsinia. I mentioned it to Gerix, but he simply sniffed and looked away. Perhaps you could go "speak" with him about it? Time is money, as they say!
Young one, what brings you before the magnificent Gerix? Wing scales you say? Oh, yes, for the naka Pawnbroker. He did come by, but I was busy and could not be bothered to listen to his sniveling. The Council has sent a new Crafter to the town of Kion to assist young dragons such as yourself. Her name is Xarinnis and she is newly ascended and... *he sniffs* she appreciates the naka too much in my opinion. But, she is here to help and she has requested five wing scales from the Pawnbroker.

You'll find the road to Parsinia south-west of here, unless you are already attuned you'll have to walk. Once there be sure to talk to Private Vortis as well so that you might attune yourself to Parsinia, to teleport there if you need to in the future.
