The Outpost is laying to the north of the Mahagra Tundra. To get to the Tower of Sorcery, you must cross the ice bridge northwest of Mahagra to the Isle of Winds. On the north edge of the Isle of Winds, there is a bridge to the Tower. Be prepared to fight Ice Golems or run on the Isle of Winds.
The gate allows access to the Isle of Ice and destinations on Trandalar, inlcuding a special free entry point to the Valley of Repose. The only other way to get to the Valley of Repose is to be bound there, or walk a long way. The gate itself is at the very top of the tower, and is literally several minutes of running up the ramp in circles to reach it.
