I'm not able to glean anything from this myself. But if there is any information to be gained from this locket, Bastea, the Jeweler Trainer in Kion will be able to find it. Her knowledge and skill with gems and various jewelery is quite extensive. Take this to her and see if she can provide any information about it.

Bastea tells you, Oh, hello <player>. What can I do for you?

Bastea tells you, A locket you say? Interesting. I am honored that you are willing to entrust such an antique to me. I shall take a look and see what I can discover about it, though it will take me some time to examine it fully. I recommend you use these cleansing solvents on it before giving it to me. First I'll have you use a cleansing foam on it. It will help to break up all the dirt on the entire piece first.

Bastea tells you, The cleansing foam should remain on the piece for a few minutes. The foam will need that long to soak into all the dirt and break it up. If it is very dirty, then you can keep the foam on there longer without it hurting the piece at all. Once two or three minutes have passed, then use the Jewelry Rinse on it to remove the foam.

Bastea tells you, Once the rinse is applied, it will react with the foam to trap the dirt within it, and wash both the foam and the dirt off of the piece. It works rather well I think, all without any detrimental effects to the jewelry itself. I'm really quite proud of my concoction. Go ahead and use the foam on the locket now to get it started.

While you were working on that, I finished reading all the information available to me within the scrolls, and I am just about ready to begin practicing the techniques mentioned therein. In the meantime, I have another task for you that would help me out considerably.

Like me, he is unable to leave his post in Dalimond, but I know he is working with Thurid, the Archwizard, to some degree.
