Rudgar tells you, Hello, <player>. I'm pleased to meet a Gifted Human such as yourself! I'm Councilman Rudgar. As per my title, you probably could guess I'm part of the New Trismus council. We meet to make the hard decisions around here. Sometimes it's sad stuff. You haven't felt guilt until you've seen a hardworking soldier's face fall when you mention cutting rations.
