This NPC seems to be a strange case. Unresponsive to Greet, there is no dialogue. There is also no error "Target invalid for attack" when you attempt to attack however it does not attack neither. The floating name also appears to be dimmed but not classified as dead.
This is created as speculation right now and should be updated when more information about this NPC is discovered or becomes available.
Potential Bug displays the health at negative 24 (-24/-24) which until confirmed or explained will remain a mystery.
