Hubert and other members of the N.R.R.I. are concerned about rumors of a plague and other illnesses reported to the north in Frostwatch.

From the north, though, I only hear bad things... very bad, <player>! A plague, the tradesmen said, and another Cult. They are everywhere these days, aren't they? --continue--
A week ago we sent one of our own, Elmit Goraldden, a young and enthusiastic member of the Institute, to discover what was happening there. Well, we haven't had word from her since. Would you mind traveling there to see if she's okay?

- Travel north of the community of Heather to Frostwatch, a small outpost of the Fiends located near the edge of the mountains. Speak to Elmit Gorralden there.
