Note: You obtain this quest by looting and using a Scepter of the Risen (item). These drop in Tomb of Borannis, Crankenspank's Tomb and Tomb of Moravvis.
You recovered a scepter of power from the Risen Necromancer in the Tomb of xyz. You should take it to Scholar Leah Attanbar in Dalimond.

When using the scepter from Tomb of Borannis:
What is it you have there, <player>? A scepter from the Tomb of Borannis
You found this on a necromancer in the tomb? Fascinating! Look at the markings on the shaft and gemstone... and the power emanating from it is... cold. Evil, I daresay? Did the Withered Aegis have a hand in this?
Perhaps. The scepter is old, <player>, very very old. These markings are from the Barasavus era. I wonder if it was buried with Borannis himself. Do you-? No, you wouldn't know. Would you mind if I held onto this to research it further? Not at all

When using the scepter from Tomb of Moravvis:
You've recovered a scepter that emanates power from the corpse of the Risen Necromancer in the Tomb of Moravvis. You should take it to Leah Attanbar in Dalimond for further research.
You have found a third scepter, <player>? Yes, from the Tomb of Moravvis
Well, this is becoming most concerning. Three tombs, all three disturbed by the undead, and all three containing these powerful scepters. See here, this one also has markings on the shaft that are from the Barasavus era! It is the work of the Withered Aegis
Yes, I fear there is little doubt. Where they acquired these scepters I could not say, but they are more than likely behind these disruptions in the tombs. What can be done about it?

Another one? And you say that you found this on a necromancer in the tomb? Most curious! Look at the markings on the shaft and gemstone... This is remarkably similar to the one you found in the Tomb of Borannis. How could this happen?
After the first I suspected the scepter might have been buried with Borannis, but a second one makes that hypothesis far more unlikely. These markings, like those on the other scepter, are from the Barasavus era... Would you mind if I held onto this to research it further? Not at all
