While dragons are able to enter the Peak of Storms after finishing thir Rite of Passage, bipeds are only able to enter it by wearing a Token of Esteem.
Dragons obtain those tokens on the final quest on their Rite of Passage. If you greet Lantenal the Hermit multiple times you are able to obtain additional tokens.
