Go back and speak with Angwu, <player>. He will likely require your help fanning the flames of dissension and malcontent amongst the troops.
(Time to get this party going.)
You have returned at a good time, <player>. I have arranged a meeting with two Gang Leaders and even a Troop Leader and I was about to leave.
- Would you like me to accompany you?
Oh, there is no need. I am capable of taking care of myself, <player>. There should be no violence... well, no more violence than is usual when Welger gather together anyway! No, I have a different task in mind for you.

Speak with Angwu about his efforts to sow discontent amongst the troops
I need you to go collect supplies. If I am able to gather others to our side then we will need to have supplies ready for them. You will need to collect weapons from the smithies and barrels of food that are being hoarded by the priests.
Collect eight (8) weapons from crates of weapons that are found near the smithies in the northeastern corner of the Ruin. You should smash the crates to collect the weapons!
Game Feedback: You have found sufficient weapons for Angwu's allies.
Steal twelve (12) barrels of food from the priests behind the Bloodwall. You will need an Istarian Army Knife or Dragon Intuition ability to collect them.

Ah, good, there you are. I just returned from my meeting and am very pleased to see that you have acquired the supplies. The others I spoke with were concerned about weapons and food, it seems some of the troops are lacking even the most basic supplies.
