Imperial Scout Burris believes there must be additional fragments of the Battle Orders you recovered. He wants you to prey on the Kwellen patrols near the Blood Swamp and procure additional fragments of the orders if you can.

Loot Fragments of Battle-Orders from the Kwellen in the Staging Grounds
Back so soon, <player>? I imagine you have orders from the Commander. No? He saw nothing in the fragments you found that indicated a threat? The fool! However, <player>, he may have a point about more proof. It would not be wise to approach the Imperial Council with an order to mobilize with only a fragment of a message in-hand. Go, gather more fragments, and return to the Commander when you know more about these Kwellen.
Return to the Lord-Commander now that you have secured additional fragments of the battle orders
Have you brought more proof this time, <player>? Ah, good... You have indeed. Most interesting. You have encountered this beast named Daknor, I take it? What of this other, Fafnir? No? Then we shall be on our guard. It would appear from these orders that this beast, Fafnir, will soon arrive to support Daknor. Fortunately for us he was delayed... Most fortunate indeed, I would say.
