Wind Elementals can be found in the Stormy March to the west of Delgarath. The trophy hunter in Aughundell will reward anyone who brings him trophies from them.

Bag 100 Wind Elemental Materia and return to the Trophy Hunter in Aughundell. Wind Elementals can be found in the Stormy March to the west of Delgarath.
The Gnomes are always trying to hire me out for hunts in the Rachival Outlands. You might want to go speak with them yourself and see if there's anything you can do to help them out. But not before you bring me back some trophies from the Outlands to the east of Old Rachival.
Excellent work, <Sir, Miss, Master>! These trophies will do fine! I was worried that you might not come back in one piece. Haha, I guess you do make a great <Adventurer School> after all.
